MANILA, Philippines -- “Not-for-hire” trucks will no longer be required to apply for exemptions to ply the roads, Land Transportation Franchising and Regulatory Board chairman Winston Ginez said Monday.
"Last Thursday, we had a meeting with the economic managers and we have agreed to some set of common grounds or agreements. One of the agreements is that green-plated, private trucks should apply for exemption," Ginez said.
"But even with this agreement, we listened to sense of reason, and with our meeting last Friday with the Secretary of Transportation, and even in the deliberation of the board this morning, we have come to the decision that we will recall, and we will no longer require the application for exemption of private trucks," he added.
The LTFRB chief said they are just awaiting the clearance from Malacanang for the signing of a memorandum circular on the matter.
Ginez and Metro Manila Development Authority chairman Francis Tolentino faced off at the hearing, but both said they had reached an agreement on how to implement the truck ban in the National Capital Region.
"I hope the LTFRB join the MMDA and the Metro Manila mayors in this advocacy of having mobility, not just of vehicles, but of people, goods and commerce," Tolentino said.
Tolentino agreed with the LTFRB's automatic exemption policy on not-for-hire trucks, saying the law already exempts them from coverage by the ban.
Ginez said the LTFRB and the MMDA would also continue working to rationalize Metro Manila’s bus routes with the cooperation of the city mayors.
"We are ready to move forward and solve our problems as far as traffic is concerned," Ginez added.
